Like much of Morrison's work, you have to read through the issue and it's ensuing issues to get a full grasp of what's all going on, but once you do, you appreciate it immensely. Be sure to pay attention to all details, every person who appears in a panel and every word spoken, no matter how trivial. Superman himself is more rough around the edges than people are used to, but it is a fascinating development for the superhero.
For someone who was accustomed to superman being more powerful there isn't any explanation to why he appears so weak here. Tank shells make him wince and say "ow" and when he tries to stop a speeding train his ears bleed and is knocked unconscious. I'm okay with that, but some kind of explanation or hint at the reason for this should have existed here.
